Collusion and regulatory capture of Neapolitan volcanoes

Vesuvius and Campi Flegrei are not the only hazards in the Neapolitan area, because the territory surrounding these volcanoes has in recent decades been used for illegal disposal of household, commercial, and radiological waste often imported from faraway European industrial facilities. The higher slopes of Vesuvius are littered with such materials and their often uncontrolled burning and facilities such as schools and residental houses constructed on illegal landfills represent the anthropogenic hazards that are slowly but surely degrading the lives of two million residents bordering the city of Naples. The emergency evacuation plans of Vesuvius and Campi Flegrei do not address these hazards but their consequences are gravely impacting the residents of the Campanian Plain and those who will seek shelters in the vicinity of their homes when these volcanoes erupt, unless these areas are first decontaminated. Resilience and sustainability of the Neapolitan area require that this area be free from such illegal practices and decontaminated, and any volcano risk management plan that does not address these practices is doing a great disservice to the Neapolitans and severely damaging the credibility of those who are promoting such plans.
